Job Title: HSE Head
Duration: 1 year renewable
Schedule: Rotational, 4x4
Location: Afungi, Mozambique
This opportunity supports a major LNG project focused on onshore facilities including production trains, storage, marine loading facilities, utilities and site infrastructure. The role is positioned within a large-scale, multi-year construction environment and is central to strengthening HSE assurance, contractor oversight and site safety leadership. This position offers the chance to contribute to a zero-incident objective across a complex oil and gas project with significant construction activity.
Key Responsibilities:
- Lead the implementation of project HSE policy across a major construction battery limit.
- Provide HSE assurance of contractor activities and promote a strong safety culture aligned to a zero-incident objective.
- Support compliance with relevant HSE requirements to maintain a healthy and safe work environment.
- Promote site safety rules and stop-work authority principles across the workforce.
- Contribute to HSE improvement plans, targets, initiatives and campaigns.
- Ensure unsafe acts and conditions are recorded and addressed through immediate and corrective actions.
- Confirm HSE roles and responsibilities are implemented by personnel, contractors and subcontractors.
- Contribute to daily, weekly and monthly HSE performance reporting.
- Conduct regular inspections of contractor work locations against health and safety plans and contract requirements.
- Attend contractor meetings, toolbox talks and pre-start briefings, engaging directly with site teams.
- Notify management of accidents and incidents in line with company procedures and participate in or lead investigations where required.
- Review site-specific procedures and documentation to ensure alignment with agreed HSE processes.
- Track and drive close-out of actions arising from inspections, incidents and audits.
- Oversee monitoring and reporting of contractor HSE performance and recommend improvements.
- Ensure mandatory training is completed within agreed timescales.
- Provide feedback to contractor supervisors on both positive and negative observations.
- Assist in preparing toolbox talks and other HSE communication materials.
- Support the wider HSE function and deputise for the HSE Manager when required.
Required Education & Certifications:
- Recognised HSE qualification or diploma, or equivalent relevant technical or tertiary education (Required).
Required Experience:
- Minimum 15 years of experience in HSE or a related discipline within the oil and gas industry.
- At least 5 years of experience on LNG projects.
- Experience on large, complex construction projects, ideally involving multi-thousand-person workforces.
- Experience overseeing contractor HSE performance, documentation and compliance.
- Experience participating in or leading incident investigations, including root-cause analysis and corrective action close-out.
- Proven experience leading, coaching and developing direct and indirect teams.
Required Skills:
- Strong HSE leadership with the ability to influence critical decisions and promote behavioural safety.
- Full understanding of project-critical areas including safety, environmental performance, work organisation, cost, schedule, quality, organisational competency and reputational risk.
- Ability to manage unsafe act and unsafe condition observation systems, stop-work culture, toolbox talks and site engagement activities.
- Strong written and verbal English communication skills.
- Ability to review contractor documentation and drive HSE improvement actions.
- Pragmatic, open-minded communication and leadership style.
- Readiness to work in a remote site rotational environment.
Preferred Skills, Experience & Qualifications:
- Portuguese language capability is advantageous.
- French language capability is advantageous.
