1. ABOUT LABA

Laba Holdings Limited is the umbrella landowner company of Porebada, Boera, Papa and Rea Rea in Central Province, Papua New Guinea, and operates a group of businesses across construction, logistics, training, technology and community services.

These positions form Laba's management team for a camp construction and services package on a major resources construction project in Papua New Guinea, for a 24-month term from contract award. Appointments are subject to contract award.

2. PURPOSE OF THE POSITION

The HSE Manager owns induction, incident management, environmental compliance and reporting into the head contractor HSE system. The position carries the authority to stop work. Laba's safety record on this contract is the strongest single argument for the work that follows it, and this role protects it.

3.KEY ACCOUNTABILITIES

•Deliver HSE induction to every Laba worker before first engagement on site, and maintain the induction and competency register.

•Report into the head contractor HSE management system to its reporting calendar, formats and thresholds.

•Manage incidents end to end: response, notification, investigation, corrective action and verification of close-out.

•Hold environmental compliance under the Conservation and Environment Protection Authority requirements applying to the site, including waste, spill and water controls.

•Run the site inspection and audit programme, and track findings to closure.

•Exercise stop-work authority where a task cannot be done safely, and support any worker who exercises it.

•Own the emergency response plan for Laba scope, and run the drill programme with the camp and security supervisor.

•Maintain the hazardous materials register, the personal protective equipment standard and the fitness-for-work process.

•Report leading and lagging indicators monthly to the Project Manager and to the Client.

4.QUALIFICATIONS AND EXPERIENCE

Essential

•Eight years or more in HSE roles on construction or resource projects, with at least three at manager level.

•Recognised HSE qualification (Diploma of Work Health and Safety, NEBOSH General Certificate or equivalent).

•Formal incident investigation training (ICAM, TapRooT or equivalent) and demonstrated investigation experience.

•Working knowledge of PNG occupational health and safety and CEPA environmental requirements.

•Demonstrated experience reporting into a major contractor's HSE system.

Desirable

•Lead auditor qualification.

•Experience with camp, catering and security HSE risk as well as construction risk.

•Training and assessment qualification.
