This company is supporting a major crude oil transportation and export infrastructure development in East Africa and is seeking an experienced Instrument & Control Engineer to provide technical leadership across instrumentation, integrated control and safety systems (ICSS), telecommunications and maintenance engineering activities. The Instrument & Control Engineer will serve as the discipline focal point for operational readiness, reliability improvement, cybersecurity, maintenance strategy development and lifecycle management of critical automation systems. This is a high-impact opportunity for an experienced Instrument & Control Engineer with a strong background in Oil & Gas operations, industrial maintenance and control systems management, combined with a proven ability to optimize asset performance and support long-term operational excellence.



Key Responsibilities:


· Lead maintenance engineering activities related to Instrumentation, Integrated Control & Safety Systems (ICSS) and Telecommunications throughout operational facilities.


· Develop, review and maintain maintenance strategies, procedures, standards and guidance documents for instrumentation and control systems.


· Ensure implementation of maintenance and inspection strategies in line with operational objectives, reliability targets and asset performance requirements.


· Monitor maintenance KPIs, analyse performance trends and implement reliability improvement initiatives to maximize plant availability and operational efficiency.


· Oversee major ICSS maintenance activities, software updates and system modifications while ensuring compliance with operational and safety requirements.


· Manage equipment lifecycle and obsolescence plans for instrumentation, metering systems, PLCs and ICSS platforms to ensure long-term asset integrity and maintainability.


· Act as the focal point for industrial cybersecurity, ensuring implementation and sustainment of solutions that protect industrial networks and operational technology systems.


· Administer and develop PI systems to support operational monitoring, rotating equipment performance and metering requirements.


· Review and challenge contractor maintenance plans, identifying opportunities to improve reliability, reduce downtime and optimize maintenance costs.


· Assess contractor maintenance procedures, repair workflows, stock management practices and workshop performance to ensure effective execution and asset control.


· Lead technical investigations into major equipment failures and provide recommendations for corrective and preventive actions.


· Maintain discipline databases and ensure high-quality maintenance reporting through CMMS and related management systems.


· Support contractor and subcontractor audits, reliability reviews and continuous improvement initiatives.


· Train, mentor and develop local personnel to ensure sustainable technical capability and operational autonomy.


· Promote strong HSE performance and ensure compliance with company H3SE policies, operational procedures and Life Saving Rules.


Required Education:


· Bachelor's degree in Engineering, preferably in Instrumentation, Control Systems, Electrical Engineering or a related discipline.


· Industrial Information Security Systems training or equivalent cybersecurity qualification.


· Professional Engineer registration would be advantageous.


· Minimum 10 years of experience in Instrumentation and ICSS maintenance and management within the Oil & Gas, petrochemical, energy or industrial sectors.


· Minimum 8 years of experience in industrial maintenance and maintenance engineering methodologies.


· Proven experience supporting operational facilities, terminals, production assets or pipeline infrastructure projects.


· Experience managing contractor interfaces and multidisciplinary technical teams.


· Demonstrated experience in reliability engineering, maintenance optimization and asset performance improvement.


· Strong experience with industrial cybersecurity and operational technology environments.



Required Skills:


· Strong technical expertise in Integrated Control & Safety Systems (ICSS), PLCs, instrumentation and telecommunications systems.


· Detailed knowledge of industrial automation, control system architecture and operational technology cybersecurity.


· Strong understanding of maintenance strategies, reliability engineering and asset lifecycle management principles.


· Experience with CMMS platforms and maintenance planning systems.


· Good knowledge of legal metrology and petroleum product metering systems.


· Strong analytical, troubleshooting and problem-solving capabilities.


· Excellent stakeholder management, contractor coordination and reporting skills.


· Ability to coach and develop technical teams in a multicultural environment.


· Excellent written and verbal communication skills in English.



Required Certifications:


· Engineering qualification in Instrumentation, Control Systems, Electrical Engineering or related discipline.


· Industrial Information Security Systems training or certification.


· Professional Engineer registration is advantageous.



Preferred Qualifications:


· Experience supporting pipeline, terminal, production or export facility operations.


· Experience implementing industrial cybersecurity solutions within operational assets.


· Hands-on experience with PI System administration and development.


· Experience supporting operational readiness, startup and early production phases of major energy projects.


· Previous experience in Africa or on large-scale international energy infrastructure developments would be advantageous.
