KEY ROLE
The Marine Advisor shall provide marine technical and assurance support to the Project, primarily covering pipelay marine operations and subsequent T&I activities associated with jacket and topside sailaway, transportation and offshore installation.
The role shall provide assurance that vessels and marine spreads are suitable for the intended scope and that marine operations, including vessel positioning, towing, anchor handling, sailaway, offshore transportation and installation activities, are properly planned, risk assessed and executed in accordance with Company requirements, approved project procedures and applicable marine and MWS requirements.
Where DP vessels are proposed for any part of the scope, the Marine Advisor shall provide appropriate assurance of vessel DP capability and operational readiness.
ROLES & RESPONSIBILITIES
General
Provide marine expertise and assurance for Project pipelay and subsequent T&I activities, including selection and suitability of the marine spread for pipelay, anchor handling, towing, jacket/topside sailaway, transportation and offshore installation activities.
Participate in vessel inspections, marine assurance activities and audits as required for the project marine spread.
Monitor vessel performance and compliance with applicable Company requirements, Classification Society, Flag/State Marine Administration and relevant project requirements.
Provide marine support during critical pipelay, anchor handling, towing, sailaway, transportation and offshore installation activities, including mobilisation and demobilisation where required.
Lead or provide marine input to the review and approval of project procedures, risk assessments and other documentation involving marine operations.
Manage the Self Verification and Oversight process on project vessels as applicable.
Provide marine input to Return-to-Work assurance following marine incidents, significant equipment failures or breakdowns, as applicable.
Review and approve Contractor and Vessel Owner marine key personnel where required by project marine assurance requirements.
Interface with the Marine Warranty Surveyor on marine matters associated with pipelay, towing, sailaway, transportation and offshore installation activities, as applicable.
Responsibilities
Ensure the marine spread complies with applicable Class, Flag, SOLAS and relevant codes and standards.
Ensure marine assurance findings and resulting actions are recorded and tracked to satisfactory close-out using the applicable company system.
Ensure the marine spread is adequately manned and maintained in an operationally suitable condition for the intended scope.
Ensure marine risks and applicable action items are adequately identified, mitigated and tracked through appropriate action plans.
Review and provide marine assurance for pipelay activities, including vessel positioning, anchor handling and anchor-spread operations where applicable.
Review marine aspects of towing, anchor handling, sailaway, transportation and offshore installation procedures and associated risk assessments.
Verify that vessels proposed for the Project scope have suitable capability, certification, equipment and crew competence for the intended operation.
Review towing and anchor handling arrangements, including vessel capability, bollard pull, towing and anchor handling equipment, wires and associated connections where applicable.
Provide marine assurance for jacket and topside sailaway and transportation, including vessel/tug suitability, towing arrangements and applicable operational limitations.
Provide marine input to operational readiness and Go/No-Go decisions for critical marine activities.
Where DP vessels are proposed, review relevant DP capability, FMEA, DP trials, CAMO/ASOG, position reference arrangements and operational limitations as applicable.

Academic / Experience requirements
Class 1 Master Mariner or equivalent marine qualification.
At least 6 years experience serving onboard offshore vessels in the capacity of Master Mariner, preferably on AHTS vessels.
Significant experience in offshore marine operations, preferably including senior vessel command and/or Marine Advisor, Marine Superintendent or similar shore-based marine assurance experience.
Experience in offshore construction and pipelay marine operations, including anchor-spread operations where applicable.
Extensive knowledge and practical experience of towing and anchor handling operations.
Experience with offshore structure sailaway, towing, transportation and installation activities would be advantageous.
Fluent in Azerbaijani and English.
Proficient in computer use and Microsoft Office.
Preferred additional requirements
DP Operator certification and/or practical DP experience would be advantageous where DP vessels are utilised.
OVID accredited inspector or relevant vessel assurance experience would be advantageous.
- Previous experience with pipelay, anchor-spread operations and offshore structure sailaway/transportation would be advantageous
Interface Management
Performance management of Contractor marine team.
Performance management of Vessel Owners/Operators with regard to vessel compliance and adequate manning of the marine spread.
Monitor Contractor reporting and investigate any anomalies.
Ensure lessons learned are appropriately considered in the selection and management of the marine spread.
Review the Installation Contractor's technical proposals, procedures and offshore spread specifications for pipelay, towing, sailaway, transportation and offshore installation activities.
Maintain effective marine interface with the Installation Contractor, Vessel Masters/Owners, MWS and relevant project disciplines.
Create and encourage teamwork and harmony.
Ensure liaison with vessel crew is maintained and their input maximised.
Lead by example in HSE, Quality and open communication with the team and Contractors.
Provide input to the applicable project Risk Register.
