Position: Offshore Construction Supervisor

About the Role
We are seeking an experienced Offshore Construction Supervisor (OCS) to lead and oversee offshore construction activities within a major Oil & Gas operating environment. The successful candidate will be responsible for the safe planning, coordination, execution, and delivery of offshore construction scopes while ensuring compliance with HSE standards, project schedules, quality requirements, and budget objectives.
This is a leadership role requiring extensive offshore construction experience, strong stakeholder management skills, and the ability to supervise multidisciplinary teams during campaign, shutdown, brownfield, and project construction activities.
Key Responsibilities
Construction Planning & Preparation
- Coordinate with Project Engineers, Construction Coordinators, and Engineering teams during project preparation and execution phases.
- Review engineering deliverables and construction work packs to ensure constructability and offshore execution readiness.
- Participate in design reviews, constructability assessments, HAZID workshops, and risk assessments.
- Support development of offshore construction plans and execution strategies.
Assist with preparation of:
- Permit to Work (PTW) packages
- Isolation plans
- Lifting plans
- Method statements
- Job Safety Analyses (JSA)
- Organize site surveys and pre-execution inspections as required.
- Identify resource, equipment, tooling, consumable, and contractor requirements necessary for execution.
Offshore Construction Execution
- Lead and supervise offshore construction teams during campaign and project execution.
- Ensure all work is executed safely, efficiently, and in accordance with approved procedures.
- Manage daily offshore activities and monitor progress against approved schedules.
- Maintain regular communication with offshore and onshore stakeholders regarding work status and emerging issues.
Coordinate multidisciplinary construction teams comprising:
- Mechanical/Piping Supervisors
- E&I Supervisors
- QC & Materials Supervisors
- HSE Supervisors
- Technicians and Trade Personnel
- Specialist Contractors and Vendors
- Manage and control Permit to Work activities.
- Conduct routine site inspections, safety tours, and toolbox talk audits.
- Review contractor manpower deployment and ensure adequate resources are available.
- Verify and approve contractor timesheets as required.
- Escalate critical issues to management to maintain project schedule and production objectives.
HSE & Risk Management
- Champion a strong Incident-Free Safety Culture.
- Ensure compliance with all company HSE policies, procedures, and regulatory requirements.
- Participate in risk assessments, HAZIDs, JSAs, and safety reviews.
- Promote safe work practices across all offshore construction activities.
- Ensure hazards, incidents, and safety observations are reported and addressed promptly.
- Drive safe execution with a target of zero incidents and zero harm.
Logistics, Materials & Resource Management
- Ensure all required materials, consumables, spare parts, tools, equipment, and personnel are available before work execution.
- Coordinate mobilization and demobilization of personnel, materials, and equipment.
- Work closely with logistics and materials teams to track material availability and delivery schedules.
- Monitor utilization of offshore resources to optimize productivity and cost efficiency.
Planning & Scheduling
- Support development and maintenance of detailed Level 4 construction schedules.
- Provide input into campaign planning activities ranging from long-term planning through execution phases.
Assist with forecasting:
- Manpower requirements
- Accommodation requirements
- Equipment needs
- Contractor resource requirements
- Support critical path maintenance and schedule optimization initiatives.
Quality & Commissioning Support
- Ensure all construction activities meet approved quality standards and specifications.
- Coordinate with QA/QC personnel on inspections and quality documentation.
- Support Mechanical Completion (MC) activities and handover processes.
Deliver complete construction dossiers including:
- Red-line mark-ups
- As-built documentation
- Mechanical completion records
- Pre-commissioning documentation
- Provide support to commissioning teams during project handover stages.
Project Close-Out & Continuous Improvement
- Contribute to project close-out reports and lessons learned activities.
- Ensure completion and closure of work orders.
- Compile and archive execution records and construction documentation.
- Support preparation of as-built dossiers and final project records.
- Provide feedback on project cost performance and execution effectiveness.
- Participate in continuous improvement and operational excellence initiatives.
Requirements
One of the following is required:
- Degree in Engineering or a related technical discipline; OR
- Higher Diploma or equivalent technical qualification; OR
- Recognized trade qualification with extensive offshore industry experience.
Experience
- Minimum 15 years of experience in the Offshore Oil & Gas industry.
- Proven experience supervising offshore construction activities within operating facilities.
Strong background in:
- Brownfield modifications
- Shutdowns and campaigns
- Offshore construction execution
- Oil & Gas production facilities
- Experience managing multidisciplinary contractor workforces and offshore execution teams.
Technical Competencies
- Strong understanding of offshore construction methodologies and execution practices.
Ability to read and interpret:
- P&IDs
- Isometric drawings
- Vessel GA drawings
- Offshore piping layouts
- Knowledge of shutdown and campaign management methodologies.
Exposure to planning software such as:
- Primavera P6
- Microsoft Project
Working knowledge of:
- SAP
- EDMS
- Microsoft Office Suite
Certifications & Additional Requirements
Valid offshore safety certifications, including:
- BOSIET / T-BOSIET
- H?S Certification
