Location: Beijing, China during the detailed engineering period. After the end of the detailed engineering - Baku, Azerbaijan

This opportunity sits within a major oil and gas development supporting onshore EPC activities across engineering, procurement, fabrication, construction, pre-commissioning and commissioning phases. The role offers broad technical scope across QA/QC management, inspection planning, NDT, welding and quality systems, with direct impact on delivery, compliance and final project handover. This position will suit candidates with strong experience in large-scale international onshore projects and a solid background in quality assurance, contractor oversight and multidisciplinary inspection coordination.

Key Responsibilities:

  • Monitor and supervise QA and QC activities performed by EPC contractors and subcontractors during engineering, procurement, fabrication, construction, pre-commissioning and commissioning.
  • Review and verify QA/QC documentation including Inspection and Test Plans, welding procedures, NDT procedures, quality control plans, drawings, fabrication procedures and methodologies.
  • Confirm that contractors and subcontractors maintain adequate equipment, resources, personnel and working methods to meet required quality standards and project timelines.
  • Coordinate the work of QA/QC inspectors and supervisors across areas including materials, welding, NDT and coating.
  • Provide leadership, direction, scheduling support and cross-discipline coordination to inspection teams to support timely and effective delivery.
  • Coordinate with certifying authorities and third-party inspectors to support compliance with regulatory and company requirements.
  • Supervise inspections across mechanical, piping, electrical, instrumentation, HVAC and coating disciplines in line with approved procedures.
  • Coordinate and review vendor qualification dossiers.
  • Monitor contractor performance and support timely resolution of non-conformances, deviations and technical queries.
  • Track quality KPIs and support continuous improvement initiatives.
  • Ensure quality records are properly archived and support compilation of final documentation for handover.
  • Participate in internal and external audits, including corrective action planning and follow-up activities.
  • Organise and attend planned inspections through RFI, random inspections and audits.
  • Support regular construction meetings related to QA/QC matters and provide reporting on concerns, issues and implementation performance.
  • Review site documentation with the supervision team, including project site QA/QC plans, contractor procedures, construction plans, ITPs and NDT reports, and support full implementation on site.
  • Provide QA/QC support to the wider construction team as required.
  • Demonstrate strong HSE behaviour and support compliance with site safety and environmental requirements.
  • Support safe working practices, report anomalies and near misses, and participate actively in HSE meetings, toolboxes, training sessions and drills.

Required Education & Certifications:

  • Engineering degree in Mechanical, Electrical or Structural Engineering, or equivalent (Required)

Required Experience:

  • Minimum 10 years of experience in oil and gas QA/QC onshore activities on large-scale international projects
  • Minimum 7 years of experience in a similar role
  • Experience managing inspection teams and coordinating with contractors and certifying bodies
  • Background working with major project specifications and EPC phase activities

Required Skills:

  • Strong knowledge of international standards including API, ISO, ASME and IEC
  • Proficiency in inspection methods including NDT, welding, coating and equipment verification
  • Strong leadership, coordination and reporting capability in a multicultural project environment
  • English language proficiency
  • Working knowledge of QA/QC management systems, audits, non-conformance management and quality documentation control

Preferred Education & Certifications:

  • AWS certification (Preferred)
  • PCN / COFREND certification (Preferred)
  • CSWIP or equivalent certification (Preferred)
