PURPOSE OF THE POSITION: New Role

KEY ACCOUNTABILITIES

•Hold and exercise Laba's commercial and contractual authority to the Client and the head contractor, including variations, claims and dispute resolution up to the delegation set by the Laba Board.

•Own the client relationship at director level with the Client's Project Director and the head contractor's management team, and chair the monthly commercial and delivery review.

•Take accountability for delivery of all six service categories to the priced schedule, the programme and the agreed quality standards.

•Approve the monthly payment claim, the measurement position and the variation register before submission to the Client.

Direct the Singapore offshore procurement structure through the Procurement Manager, and hold the landed-cost budget for imported plant, fuel, camp consumables and materials.

•Set and enforce the safety leadership standard on site, and answer to the Client and the head contractor for Laba's HSE performance.

•Protect Laba's social licence by ensuring the landowner and community commitments made in the bid are met in practice.

•Report to the Laba Chief Executive Officer and the Laba Board on cost, programme, risk and workforce localisation against the National Content commitments.

•Build the succession plan that transfers this position to a Papua New Guinean national over the life of the contract and the projects that follow.

QUALIFICATIONS AND EXPERIENCE
Essential

•Fifteen years or more in heavy construction, oil and gas or LNG project delivery, with at least five years at project director or equivalent level.

•Demonstrated delivery of a major services or construction package as the accountable executive.

•Proven commercial command of measured-work contracts: variations, measurement, claims and final account.

•Direct experience working to a major EPC head contractor and to an international oil and gas operator's standards.

•Tertiary qualification in engineering, construction management or a related discipline.

•Eligible for a Papua New Guinea work permit and entry visa.

Desirable

•Prior residential experience in Papua New Guinea or a comparable Melanesian or developing-market operating environment.

•Working knowledge of the PNG National Content Policy and landowner participation frameworks.

•Experience standing up an offshore procurement entity or managing a Singapore buying office
