PROJECT MANAGER

Position Purpose

The Project Manager is responsible for the end-to-end planning, management, execution, and successful delivery of the Company's Headquarters Relocation Project. The role ensures that all project phases are delivered within approved timelines, budget, quality, safety, and operational requirements while maintaining full compliance with contractual, financial, regulatory, and corporate governance standards.

The position requires leadership across all project stages including design, construction, fit-out, relocation, handover, and project close-out, while managing interfaces between internal stakeholders, external consultants, contractors, government authorities, and landlord representatives.

Key Accountabilities

The Project Manager shall:

  • Be responsible for the end-to-end planning and execution of the Company's Headquarters Relocation Project, ensuring delivery within agreed timelines, budget, and quality standards.
  • Lead and manage complex interfaces, drive decision-making, and ensure performance across all project phases (design, construction, fit-out, relocation, close-out, and handover).
  • Oversee governance, stakeholder alignment, and executive reporting while managing project controls including schedules, risks, dependencies, and corrective actions.
  • Ensure compliance with contractual, financial, quality, safety, government, and operational standards, including administration of the lease contract and proactive management of variations, risks, and Extension of Time (EOT) requests.
  • Manage procurement, commercial activities, and project budgets, including cost control and forecasting.
  • Develop, maintain, and control comprehensive project management documentation throughout the entire project lifecycle.
  • Issue the end-of-project report for management and ensure all lessons learned are properly captured and documented.

Project Planning & Execution

  • Lead and oversee all phases of the Headquarters Relocation Project, ensuring delivery against approved milestones, deliverables, timelines, and operational constraints.
  • Develop and manage detailed project schedules, including:

    • Tender durations
    • System requirements
    • Procurement lead times
    • Dependencies
    • Critical paths
    • Schedule contingencies and buffers
  • Develop and maintain comprehensive project management documentation aligned with company requirements and professional project management standards.

Additional responsibilities include:

  • Ensuring accuracy, version control, and full lifecycle integration of all project documentation.
  • Tracking and controlling schedules, action plans, and forecasts.
  • Proactively identifying project challenges and implementing corrective actions.
  • Coordinating closely with the landlord regarding:

    • Design development
    • Construction activities
    • Authority approvals
    • Handover requirements
    • Contractual obligations
  • Ensuring project quality, safety, compliance, and performance requirements are achieved.
  • Working with entities and departmental focal points to capture operational requirements and future growth considerations.
  • Reviewing and validating technical specifications, designs, and associated documentation.
  • Conducting regular site inspections to monitor progress and verify compliance with specifications, certifications, warranties, and quality standards.
  • Managing project close-out activities, ensuring complete documentation, operational readiness, and successful handover.
  • Maintaining alignment between project execution and business continuity requirements.

Project Controls, Governance & Documentation

  • Implement and maintain project governance frameworks in accordance with company standards and approval processes.
  • Lead and coordinate governance forums, including:

    • Steering Committee Meetings
    • Operational Meetings
    • HSEQ Meetings
    • Finance Meetings
    • Contracts & Procurement Meetings
    • Project Progress Meetings
  • Maintain accurate records of:

    • Meetings
    • Decisions

  • Implement and manage a centralized digital project documentation system ensuring:

  • Capture and integrate lessons learned to support continuous improvement initiatives.

Stakeholder Management, Communication & Reporting

  • Serve as the primary point of contact between internal stakeholders, consultants, contractors, vendors, and management.
  • Establish and maintain effective communication channels throughout the project.
  • Provide regular project progress updates and KPI reports to senior management.
  • Ensure alignment and collaboration among all project participants, including internal departments and external stakeholders.

Risk Management, Compliance & Sustainability

  • Identify, assess, and manage project risks.
  • Develop mitigation measures and contingency plans.
  • Escalate critical issues and decisions in a timely manner.
  • Monitor project performance against:

    • KPIs
    • Budgets
    • Timelines
    • Operational requirements
  • Ensure full compliance with:

Procurement, Vendor & Contractor Management

  • Manage procurement and tendering activities in coordination with Contracts & Procurement.
  • Participate in:

    • Technical evaluations
    • Contractor selection
    • Vendor management
  • Ensure the technical capability, professional competence, and compliance of vendors.
  • Monitor contractor performance against:

    • Contractual obligations
    • Technical requirements
    • Manpower commitments
  • Coordinate tenant-scope procurement activities.
  • Support the development of procurement strategies.
  • Monitor procurement schedules, particularly for long-lead items critical to project delivery.
  • Ensure integration between procurement activities and operational readiness plans.

Contracts Management

  • Review, draft, and manage contracts in accordance with legal, commercial, and organizational requirements.
  • Monitor contract performance throughout the project lifecycle.
  • Manage:

    • Contract amendments
    • Variation Orders
    • Claims
    • Extension of Time (EOT) requests
  • Address contractual disputes and ensure compliance with landlord obligations and project agreements.

Context & Working Environment

The role is primarily office-based but requires regular site visits to monitor project progress, conduct inspections, and oversee activities throughout the design, construction, fit-out, relocation, and handover phases.

The position involves:

  • Engagement within active construction environments.
  • Coordination with contractors and landlord representatives.
  • Attendance at external stakeholder meetings.
  • Participation in project governance and management forums.

Qualifications & Experience Required

Education

  • Bachelor's Degree in:

    • Architecture
    • Engineering
    • Construction
    • Project Management
    • Or a related discipline

Professional Certification

  • PMP (Project Management Professional) certification or an equivalent project management qualification is mandatory.

Experience

  • Minimum 10+ years of relevant project management experience.
  • Demonstrated leadership experience in complex, large-scale projects.
  • Proven record of delivering major capital projects, including:

    • Office Buildings
    • Corporate Headquarters
    • Commercial Developments within Qatar
  • Extensive experience managing complex, multi-stakeholder project environments.
  • Preferably involved in projects exceeding 25,000 sqm in scale with significant operational impact.
  • Strong experience across the full project lifecycle, including:

    • Design Management
    • Construction Management
    • Procurement Management
