Project Manager
Position Overview
The company is looking to fill a Mid Level IT Project Manager position to support the successful delivery of IT related projects across the organization. The role will be responsible for managing projects from initiation through completion while ensuring delivery within scope, budget, timeline, and quality expectations in accordance with PMO governance and organizational objectives.
The successful candidate will work closely with executive leadership, business stakeholders, vendors, and project teams, serving as a key contributor to company project delivery and digital transformation initiatives.
Key Candidate Requirements
The company is seeking a candidate with the following high level capabilities:
- IT Background: A strong foundation in IT is a must as the majority of company projects are IT based/related.
- Bilingual Capability: Must be proficient in both Arabic & English to effectively communicate across diverse teams.
- Digital Transformation Experience Should have hands on experience managing digital transformation initiatives.
- Project Management & Leadership Skills: Strong ability to manage multiple projects in parallel and deliver successfully from inception till completion.
- In addition, candidates should have leadership traits with effective communication skills, as he'll be reporting to CEO and dealing with C level/heads and key stakeholders on a daily basis.
Job Purpose
To lead and oversee projects from inception to completion, ensuring they are completed on time, within budget, and to the agreed upon quality standards towards the successful delivery of IT related projects at the company in line with Dukhan Bank Group and support the PMO function.
To ensure optimum communication and coordination between stakeholders, manage resources, and navigate challenges to achieve project objectives efficiently and effectively, ensuring compliance with the group's strategy, timeline, budget, and consistency of processes across projects.
Key Accountabilities
- Project Management
Project Initiation and Planning
- Define project scope, objectives, and deliverables in collaboration with stakeholders.
- Develop comprehensive project plans to guide team efforts towards achieving project goals on time and budget as per PMO framework, guidelines, and P&Ps.
Resource Coordination and Management
- Allocate and manage resources, including team members, budget, and materials.
- Ensure optimal utilization of resources to meet project milestones and deliverables within agreed timelines and budgets.
Execution and Implementation
- Lead project execution, coordinating team activities and managing tasks to adhere to the project plan.
- Implement approved changes and adjustments to ensure project objectives are met.
Monitoring, Control, and Reporting
- Continuously monitor project progress against plans.
- Identify variances and implement corrective actions as necessary.
- Provide regular, detailed reports to stakeholders on project status, progress, risks, and outcomes.
Quality Assurance and Risk Management
- Ensure project deliverables meet quality standards and stakeholder expectations through rigorous quality control processes.
- Proactively identify, analyze, and manage project risks and issues.
Project Closure and Evaluation
- Conclude projects successfully by ensuring all contractual deliverables are met.
- Conduct post project evaluations to document lessons learned.
- Release project resources and formally close out all project phases.
Additional Project Management Responsibilities
- Prepare effective project plans and schedules to ensure consistency with agreed standards, specifications, and timeline provisions.
- Train team members at various departments on the project management toolset.
- Contribute in monitoring activities of assigned project team members, including any assigned third party consultants.
- Operations Management
- Manage the day to day operations of the PMO department by providing expertise, ensuring teamwork, and aligning project processes in order to achieve high performance standards related to project delivery.
- Ensure project stakeholders meet established targets and objectives.
- Project Management Office Programs and Guidelines
- Support project management guidelines for enhancing project processes as per agreed upon strategic objectives, timelines, and budgetary requirements.
- Selection and RFP Support
RFP Development Support
- Provide advice and guidance during RFP development.
- Review and analyse tender documentation to ensure that project requirements and scopes are clear and accurate prior to releasing to prospective vendors.
Vendor Evaluation and Selection
- Support shortlisting and vendor selection by providing technical review of proposals and vendor submissions.
- Ensure compliance with RFP and project requirements.
- Highlight any areas of variance prior to the company awarding a contract to a vendor.
- Testing Management
- Collaborate with other stakeholders; devise the test objectives, organizational test policies, test strategies, and test plans.
- Lead, guide, and monitor the analysis, design, implementation, and execution of the test cases, test procedures, and test suites.
- Organisation Structure
- Coordinate and act as the focal point of contact between all business units, suppliers, and sections within the organization on all PMO related activities.
- Policies, Systems, Processes and Procedures
- Follow all relevant departmental framework, policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.
- Related Assignments
- Perform other related duties or assignments as directed.
- Act as a backup in the absence of a colleague.
Minimum Qualifications, Experience & Skills
Qualifications
- Bachelor's Degree in Information Systems, Computer Science, or related field.
Experience
- 3 to 5 years of relevant experience, of which 1 year in a Bank or Financial Institute in IT PMO function.

Position Summary
The Project Manager is responsible for leading and delivering IT related projects from initiation through closure, ensuring alignment with organizational objectives, PMO standards, budgetary requirements, quality expectations, and agreed timelines. The role serves as a key liaison between stakeholders, business units, vendors, and executive leadership while supporting PMO governance, project delivery excellence, digital transformation initiatives, testing management, and vendor selection activities. Reporting to the Head of the PMO and supporting the Project Sponsor (CEO), the successful candidate will play a critical role in driving strategic technology initiatives and ensuring successful project outcomes across the organization.
