Role Context

This role sits within capital project delivery focused on Instrumentation and Electrical projects in the oil and gas or petrochemical industry. The position involves leading small to mid-size projects through FEL, execution, and project close-out, while working closely with contractors, plant Operations and Maintenance personnel, vendors, and wider project teams.

Key Responsibilities

  • Lead the execution of small to mid-size Instrumentation and Electrical capital projects with sole accountability for project delivery.

  • Assemble and lead a full-time project team to execute the work effectively and safely.

  • Oversee preparation and implementation of the Project Execution Plan.

  • Lead the FEL process, complete gate reviews, and secure management approvals.

  • Manage project cost, schedule, procurement activities, and overall project performance.

  • Lead contractor evaluation, bid review, award activities, and ongoing contractor performance management.

  • Interview and approve contractor personnel assigned to the project.

  • Set project safety expectations and lead the team to achieve safety goals.

  • Ensure plant Operations and Maintenance personnel are engaged and understand project responsibilities.

  • Ensure schedules are issued, reviewed, and used to drive delivery performance.

  • Maintain accuracy of cost estimates and monthly cash flow forecasts.

  • Establish effective management of vendors, fabricators, and specialty contractors where required.

  • Ensure quality processes are followed throughout project delivery.

  • Develop, gain approval for, and manage project KPIs and performance metrics.

  • Lead development of risk management plans and provide presentations to stakeholders at various levels.

  • Ensure timely and efficient project close-out.

Qualifications & Experience

  • Essential:

    Bachelor's degree or higher in Engineering.

  • Essential:

    10+ years of project management experience in the oil and gas or petrochemical industry.

  • Essential:

    5+ years of experience as a Project Manager with sole accountability for project delivery.

  • Desirable:

    10+ years of project management experience in refining and/or petrochemical environments.

  • Desirable:

    Experience with I&E capital projects in a refinery or petrochem facility.

  • Desirable:

    10+ years of refinery and/or petrochemical project management experience.

  • Desirable:

    10+ years of experience as a Project Manager with sole accountability for projects.

  • Desirable:

    Working knowledge of industry recommended practices, design methods, and QA/QC requirements.

  • Desirable:

    Working knowledge of federal, state, and local regulations, industry standards, and DOT requirements.

  • Desirable:

    Experience managing engineering and construction contractors and multiple project teams.

  • Desirable:

    Licensed Professional Engineer (PE).

  • Desirable:

    Project Management Professional (PMP) certification.
