We are working with a national operator to source a Project Safety Officer. This is a long-term contract role working on a residential basis. Please see details below.
Title: Project Safety Officer
Start Date: ASAP (typically within 1 month notice)
Location: Qatar Onshore - Mesaieed
Working Schedule: 6 days per week / 8-10 hours per day or as per project requirements.

Key Job Accountabilities
• Responsible and accountable for providing technical services to client in the areas of HSE during definition and execution stages to ensure Contractor(s) compliance with established HSE regulations, policies, standards, procedures, and guidelines
• Support and maintain strong safety culture in line with client vision, strategy, and values
• Ensure that Contractor(s) are compliant with the Project(s) approved HSE Plan(s). Provide oversight into the field for EPIC Contractors, Sub-Contractor(s), and Vendors, to verify understanding and compliance to project HSE requirements
• Identify and implement risk mitigation measures based on hazard identification and risk assessment processes in all phases of construction, pre-commissioning, commissioning in coordination with relevant stakeholders
• Participate in reviewing method statements, JSA’s, safety certifications, and other related documents submitted by Contractors/project consultants. Report any non-compliance, lapses, or issues to the immediate supervisor
• Monitors site HSE programs and safe work practices, review and evaluate Leading and Lagging data/information as required
• Prepare statistical and trend analysis reports to assess and drive improvements in safety performance
• Ensure client and Contractor personnel adherence to HSE regulations, policies, standards, procedures and guidelines
• Responsible for monitoring project sites activities, conducting daily inspection, ensuring all work is executed in compliance with approved JSA, Risk Assessments, Method Statements, and Permit to Work (PTW) systems
• Provide support and input to the Sr. HSE Engineer in implementing the project HSE performance monitoring, objectives, initiatives, HSE-related policies, standards, procedures and guidelines, to ensure project activities are conducted safely and in compliance with operational and corporate requirements
• Responsible for the implementation of client Environment Management System, with the ability to identify non-compliance and recommend immediate corrective measures and long-term solutions to prevent recurrence
• Monitor the implementation of HSE Legal requirements, including national laws, regulatory requirements, State of Qatar-ratified international conventions & protocols and applicable standards within project activities
• Participate and provide support to carry out and maintain records of project HSE risk register to ensure proper recording, monitoring and close-out of project HSE risks throughout project duration
• Participate in review of Contractors’ HSE documentation (Plan, Procedures and other requirements) to ensure compliance with HSE requirements
• Participate in review of Contractor’s HSE Personnel CV’s, competence assessment and conducting interview prior to mobilization in line with client Corporate Standard for Managing HSE in Contracts
• Conduct incident investigation and reporting, including the implementation of corrective and preventive actions of incidents/accidents in compliance with corporate incident management standard
• Conduct site safety meetings and promote HSE awareness among client project staff and Contractors
• Conduct safety audits across project activities involving all stakeholders, ensure compliance with HSE requirements, advise corrective actions and follow up to ensure proper implementation
• Carry out duties and responsibilities for all areas of project site work
• Contribute to updating HSE Codes, Standards, Specifications and Philosophies
--Minimum Requirements--
Qualifications
• University Degree (Bachelor’s Degree or Higher, preferably in Engineering discipline)
• Accredited HSE Professional Certificate, (e.g. NEBOSH IGC level 3, or higher level)
• Associate membership of recognized safety institution is preferable (e.g. IOSH, IIRSM, etc.)
Knowledge and Key Skills
• Must hold a minimum of eight (8) years of experience in Occupational Health and Safety in the Oil&Gas or Petrochemical Industry. Preference will be given to candidates with strong experience in Greenfield and Brownfield Construction projects
• Thorough knowledge of safe work practices, international standards (e.g. ISO 45001:2018) and HSE procedures
• Familiar with international standards in Occupational health, Safety and Environmental Management System
• Trained in any of the Incident Investigation Software (e.g. Taproot, SafetyCulture, EasyRCA, Tripod Beta, etc.)
• Competent in the use of PC including Microsoft Office and any other relevant software
• Experience in the GCC is desirable
