Qualification:
Higher National Diploma (HND), OR University Degree (Preferably in an Engineering discipline), OR an Accredited HSE Professional Certificate Associate membership of a recognized safety institution is desirable.
Experience:
• Minimum 10 years of experience in Occupational Health and Safety, preferably in the Oil, Gas & Petrochemical Industry, and specifically construction projects (including greenfield and brownfield work).
• Thorough knowledge of safe work practices, international standards (e.g., ISO 45001:2018), and procedures.
• Conversant with international standards in Environmental Management System.
• Trained in any of the following Incident Investigation Software: TapRoot, SafetyCulture, EasyRCA, Tripod Beta, etc.
• Competent in the use of PC including MS Word, Excel, Access, PowerPoint and any other relevant software.
• Experience in the GCC is desirable.
Primary Duties & Responsibilities
• Provide HSE support during design and execution phases, ensuring contractor compliance with HSE policies, procedures, standards, and regulations.
• Promote and maintain a strong safety culture and implement risk reduction measures through hazard identification and risk assessments during construction, pre-commissioning, and commissioning activities.
• Review Method Statements, JSA, safety certifications, and other contractor HSE documents, identifying and reporting any non-compliance issues.
• Monitor site HSE programs, safe work practices, and all HSE aspects of EPIC projects.
• Ensure compliance with HSE standards, procedures, and regulations by both contractor and project personnel.
• Oversee EPIC Contractors, Subcontractors, and Vendors to verify compliance with project HSE requirements.
• Conduct daily site inspections to ensure work is performed in accordance with approved JSA, Risk Assessments, Method Statements, and Permit to Work (PTW) requirements.
• Manage and support implementation of project HSE requirements while coordinating with relevant stakeholders to ensure regulatory compliance.
• Support the Sr. HSE Engineer in HSE performance monitoring, objectives, initiatives, procedures, standards, and policies.
• Implement Environmental Management System requirements, identify non-compliance, and recommend corrective and preventive actions.
• Monitor compliance with HSE legal requirements, applicable regulations, and relevant international conventions.
• Maintain and support the Project HSE Risk Register, ensuring proper recording, monitoring, and close-out of HSE risks.
• Review contractor HSE documentation, including HSE Plans and Procedures, for compliance with project requirements.
• Conduct incident investigations, reporting, and implementation of corrective and preventive actions.
• Conduct site safety meetings, toolbox talks, and HSE awareness programs for project personnel and contractors.
• Perform HSE audits, track corrective actions, and verify close-out of findings.
• Prepare HSE reports, statistics, and trend analyses to monitor safety performance.
• Support the development and updating of HSE Codes, Standards, Specifications, and Philosophies.

This opportunity supports major construction, pre-commissioning and commissioning activities within the oil, gas and petrochemical sector. The role focuses on HSE compliance, risk reduction, contractor oversight and site-based safety performance across EPIC project environments. Required Education:
- Diploma (or HND), or university degree, or an accredited HSE professional certificate, or similar
Required Experience:
- Minimum 10 years of working experience safety / HSE related
- Experience within the oil & gas, or petrochemical industry
- Experience supporting construction projects, including greenfield and brownfield work
- Experience monitoring contractor HSE compliance during design and execution phases
Required Skills:
- Strong knowledge of safe work practices, HSE procedures and international health and safety standards including ISO 45001:2018, or similar
- Knowledge of Environmental Management System standards and compliance monitoring, or similar
- Ability to review Method Statements, JSA documentation, safety certifications and Permit to Work requirements, or similar
- Ability to carry out hazard identification, risk assessments and HSE risk register support across construction, pre-commissioning and commissioning activities, or similar
- Capability to monitor site HSE programmes and verify contractor, subcontractor and vendor compliance with project requirements, or similar
- Experience preparing HSE reports, statistics and trend analysis to support safety performance monitoring, or similar
- Competence in Microsoft Word, Excel, Access, PowerPoint and other relevant software, or similar

Preferred Qualifications:
- Associate membership of a recognised safety institution
- Experience in the GCC
- Candidates already in Qatar would have an added advantage
