Position Summary
Lead the preparation, review and submission of competitive water treatment project proposals across oil & gas, marine, offshore, industrial, hotel and resort sectors. Manage proposal engineering activities, technical and commercial reviews, stakeholder coordination and team leadership to support business growth.
Key Responsibilities
Lead the full proposal lifecycle from RFQ/RFP review through proposal submission and project handover.
Manage proposals for freshwater makers (RO and distillation), seawater treatment, produced water, slop water, wastewater and packaged/skid-mounted treatment systems.
Ensure proposals meet client requirements, commercial objectives and submission deadlines.
Review technical specifications, scope of work, schedules and commercial terms.
Provide technical guidance and review process design, equipment selection and compliance requirements.
Drive value engineering, cost optimization, profitability and risk management initiatives.
Participate in client clarification meetings and technical-commercial negotiations.
Coordinate with Engineering, Procurement, QA/QC, Project Management and Finance teams.
Lead, mentor and develop a team of 6-8 proposal engineers.
Support business development through market intelligence, feasibility studies and budgetary proposals.
Qualifications & Experience
Bachelor's Degree in Chemical, Environmental, Mechanical, Process Engineering or related discipline.
Minimum 15 years of relevant experience in water treatment, environmental engineering, oil & gas, marine/offshore or industrial projects.
Proven experience in proposal management, technical review, costing, vendor management and client negotiations.
Experience in EPC, offshore, marine, FPSO or shipyard projects is highly preferred.
Experience leading proposal engineering teams.
