Senior Pipeline Engineer
Location: Chengdu

Perform continuous monitoring of Pipeline engineering activities to ensure full compliance with project specifications, approved Basis of Design, schedules, applicable codes, and HSE requirements.

Actively promote a strong HSE and fit-for-purpose design culture within the Pipeline engineering team and among EPSCC Contractors throughout engineering, procurement, fabrication, installation, and commissioning phases.

Ensure the Engineering Dossier is delivered with a robust and mature Pipeline engineering definition suitable for safe procurement, fabrication, transportation, installation, and operation.

Ensure the proper realization of the Pipeline design in compliance with project specifications, procedures, schedules, required quality level, and safety requirements.

Challenge EPSCC Contractors and third-party providers on proposed Pipeline design solutions and oversee the development of Pipeline deliverables including Pipeline studies and analyses, alignment sheets, crossing details, design calculations, installation procedures, and execution plans.

Promote field technical optimization and cost-saving initiatives for pipeline laying and crossing execution, ensuring alignment with project schedules and contractual requirements, in coordination with the Pipeline Engineering Coordinator.

Identify key Pipeline engineering technical decisions, define and manage a clear way forward, and report progress and recommendations to the Pipeline Engineering Coordinator.

Ensure close coordination with other disciplines on all engineering, constructability, interface, and operational matters related to the Pipeline scope.

Ensure lessons learned and feedback from previous similar projects are incorporated into the Pipeline design to enhance safety, efficiency, and reliability.

Assist in the planning and preparation of Pipeline discipline kick-off meetings with EPSCC Contractors.

Support procurement engineering activities including technical bid evaluations, vendor document reviews, and participation in manufacturing site visits when required.

Provide engineering support during fabrication and construction phases through review of engineering documents, approval of modifications, review of non-conformities, and assistance in punch list closure.

Support the project during installation activities through review and approval of work packs, installation methodologies, procedures, and review of red-line markups.

Ensure thorough, efficient, and timely review of Pipeline discipline documents to achieve a compliant, optimized, and fit-for-purpose design outcome.

Ensure Pipeline-related project documents are reviewed and commented on in accordance with project specifications and contractual requirements.

Identify opportunities for design optimization and improvement early in the detailed design phase and promote value engineering proposals.

Promote fit-for-purpose pipeline design to reduce execution risks, optimize planning, and control project costs.

Coordinate and issue project responses to Contractor and Vendor engineering clarification requests and technical queries.

Identify potential deviations or derogations from project requirements and assist in preparation of deviation packages, including technical justification and impact assessment.

Coordinate with engineering and construction stakeholders as required to secure approvals for proposed deviations or technical changes.

Review final Pipeline documentation including final dossiers, closing documentation, and as-built drawings to ensure completeness and compliance.

Assist in project studies and meetings related to the Pipeline discipline in line with approved project gate levels and design maturity.

Support the Pipeline Engineering Coordinator in defining, monitoring, and evaluating Pipeline discipline studies carried out by Contractors to ensure timely completion and required maturity.

Participate in project studies and reviews including model reviews, HAZID, HAZOP, constructability reviews, and project readiness sessions.

Provide technical clarifications and responses during internal project audits, design reviews, and safety studies.

Participate in weekly Pipeline engineering meetings with Contractors and attend additional technical meetings as required by project management.

Manage technical interfaces with other disciplines such as welding, coating, NDE, installation, and marine activities to ensure alignment of Pipeline scope and execution.

Assist in preparation of engineering progress reports highlighting Pipeline discipline progress, technical issues, risks, mitigations, and schedule impacts.

Identify potential engineering risks and scope changes related to the Pipeline discipline and perform initial impact assessments to support decision-making.

Ensure the Pipeline design follows the approved Basis of Design, and project standards, managing and documenting any changes in accordance with the project change management process.

Strictly comply with, enforce, and promote all applicable project procedures, instructions, and HSE rules at all times.
