KEY ROLE

  • The role provides package leadership and construction discipline support from EPCI definition and detailed design through fabrication, integration, pre-commissioning, launch readiness, tow, installation and handover.
  • The primary accountability is the safe, compliant and predictable delivery of the pipeline bundle system. This includes bundle fabrication; coordination and integration of towheads and manifold assemblies manufactured at different sites; transport, receipt, preservation, fit-up and final integration; readiness for launch; technical support to the execution of tow and offshore installation.
  • The role is expected to be based primarily in Baku and at the bundle fabrication and integration locations, with frequent travel to contractor and supplier sites in Azerbaijan, the UK and Europe, and potential offshore deployment during tow and installation. Work pattern and location will vary with the project phase.

BASIC SKILLS


Degree in engineering or an equivalent technical qualification supported by substantial relevant experience

TECHNICAL QUALIFICATIONS

  • Act as the client's  construction package lead and single point of coordination for bundle fabrication, integration of towheads/manifolds and readiness for bundle launch, tow and installation.
  • Provide construction input to package strategy, scope definition, contracting, schedule development, cost forecasting, risk management, assurance and execution readiness. Support tender evaluation, contract clarification and EPCI award activities for bundle fabrication, integration, launch, tow and installatio
  • Maintain clear interfaces with Subsea Engineering, Subsea Hardware, Subsea Commissioning, HSE&C, Quality, Marine, Lifting, Survey, Project Controls, Procurement, Operations and the EPCI contractor. Verify that design interfaces between bundle sections, towheads, manifolds, controls, piping, spools, flying leads and installation aids are clearly defined and managed.
  • Lead the bundle construction and integration, readiness for offshore execution and provide technical support during the offshore execution as package technical representative or in another delegated execution role.
  • Manage the on-site Company fabrication team
  • Performance manages EPCI contractor for the safe and efficient construction and delivery of the pipeline bundles.
  • Work with the Subsea Commissioning team to integrate fabrication, mechanical completion, pre-commissioning and system-handover requirements into the execution sequence. Working knowledge of applicable codes and standards for bundle design, fabrication and installation, including DNV-ST-F101, PD 8010-2 and relevant welding, lifting, marine and quality requirements

EXPERIENCE

  • The key essential requirement is a proven track record in pipeline bundle fabrication and execution, with direct involvement in fabrication, towhead/manifold integration, launch, tow and offshore installation.
  • Demonstrable site-based experience managing or overseeing bundle fabrication activities, including welding, NDT, dimensional control, coatings, assembly, testing, preservation and mechanical completion.
  • Proven experience integrating major components fabricated at different sites, including transport planning, receipt inspection, dimensional control, fit-up and interface management.
  • Ability to lead contractors and multidisciplinary teams, challenge constructively, make evidence-based recommendations and communicate clearly at site and project-leadership levels.

RESPONSIBILITIES & OBJECTIVES

  • Define and maintain the bundle package construction/fabrication scope, division of responsibilities, battery limits, interface register and delivery requirements.
  • Provide construction input to commercial and technical submission, technical qualifications, risk management, schedule and contractor KPIs.
  • Provide timely construction input to the integrated Level 2/3 schedules, progress measurement, forecasts, cost estimates and schedule-risk assessments.
  • Review contractor estimates, CTRs, invoices and variation proposals from a technical and construction perspective.
  • Review daily and weekly progress reports and verify that progress, constraints, risks, quality issues and recovery actions are transparently reported.
  • Lead and document constructability reviews covering fabrication sequence, access, tolerances, handling, temporary works, transport, site assembly, fit-up, lifting, launch, tow and seabed installation.
  • Review critical installation criteria, including weight and buoyancy control, stability, structural response, stress, fatigue, tow configuration, environmental limits and integrity-monitoring requirements.

    Confirm that requirements for diver and ROV access, barriers and isolations, tie-ins, survey, metrology, testing and contingency operations are incorporated into the design.

  • Lead client's  construction oversight of bundle fabrication, including material receipt, traceability, welding, NDT, dimensional control, coatings, assembly, cleanliness, preservation and integration of piping, controls and electrical systems.
  • Develop, implement and maintain a risk-based client  oversight plan aligned with contractor self-verification and the project quality surveillance plan.
  • Verify implementation of inspection and test plans, hold and witness points, non-conformance management, concession/deviation control and Right 1st Time expectations.
  • Monitor daily progress against the approved fabrication sequence and schedule, identify emerging constraints early, and agree credible recovery actions with the contractor and project controls team.
  • Confirm that fabrication records, as-built documentation, mechanical-completion evidence and handover dossiers are complete and accepted before release to the next stage.
  • Own the construction interface for towheads, manifold assemblies and other major components fabricated at locations separate from the bundle base.
  • Provide construction input to pressure testing, flushing, cleaning, gauging, leak testing, electrical and controls checks, preservation and reinstatement activities.
  • Confirm availability and readiness of mission-specific equipment, launch systems, towing equipment, monitoring systems, vessels, tugs, survey systems, temporary works, spares and recovery arrangements.
  • Support PHSSER, S&OR readiness review and Go/No-Go processes, ensuring that package risks, barriers, deviations and residual actions are clearly presented.
  • Act as the package technical focal point in support to the Execution team for the bundle launch, tow and installation.

HSSE, Risk, Quality and Performance

Demonstrate visible safety leadership and ensure that HSE&C, quality and human-performance principles are embedded in planning and execution.


Identify bundle construction and installation risks, recommend and implement barriers, and monitor barrier health through the project risk and oversight processes.


Ensure contractor and subcontractor self-verification plans are in place and that client  risk-based oversight is implemented and recorded.


Support management of change and ensure technical, schedule, cost and execution impacts are assessed before changes are implemented.


Drive contractor performance through agreed KPIs covering safety, quality, people, schedule, cost, change and reporting accuracy.


Capture and implement applicable High Value Learnings and project lessons, and lead lessons-learned reviews following key fabrication, integration, tow and installation milestones.

Key Interfaces

This role is integrated within the Karabagh Project Management team, and reports directly to the Subsea Construction Lead appointed for the project. Other interfaces include:
