Position: Subsea QA/QC Specialist (CAT-III Projects)

Location: Qatar Onshore - Offshore facilities

About the Role

We are seeking an experienced Subsea QA/QC Specialist to support a major Subsea Pipeline Repair Project (CAT-III) within the Oil & Gas sector. The successful candidate will serve as the project quality focal point, ensuring compliance with project quality requirements throughout the engineering, procurement, repair, installation, and handover phases. The role requires close collaboration with project stakeholders, EPC contractors, vendors, third-party inspection agencies, and offshore operations teams. 

This position will be based onshore during FEED, detailed engineering, and procurement phases, with full mobilization offshore during shutdown and repair activities. 

Key Responsibilities

Project Quality Management

  • Develop, implement, and maintain the Project Quality Plan, quality procedures, and QA/QC verification programs.
  • Ensure full compliance with Project Management Systems, company quality requirements, and industry standards.
  • Review FEED deliverables, engineering studies, and technical documentation to support project quality objectives.
  • Define the scope, frequency, and requirements of quality verification and inspection activities.
  • Monitor and report project quality performance metrics to Project Management Teams (PMT).
  • Lead QA/QC meetings, audits, inspections, and stakeholder coordination activities. 

Procurement & Vendor Quality Assurance

  • Support tendering activities by reviewing pipeline repair methodologies, inspection approaches, qualifications, and certification requirements.
  • Participate in bid evaluations, vendor assessments, subcontractor reviews, and contractor selection processes.
  • Review and approve contractor and vendor quality documentation and deliverables.
  • Coordinate source inspections and expediting activities for critical and long-lead equipment and materials. 

Subsea Pipeline Repair & Inspection

  • Verify that repair activities are performed in accordance with approved methodologies and specifications.
  • Monitor inspection and testing activities associated with subsea pipeline repair scopes.
  • Support underwater inspection (UWI) programs, including scope development, anomaly assessment, report review, and follow-up actions.
  • Review and accept inspection, verification, certification, and final documentation from specialist third-party contractors.
  • Provide technical quality assurance support during shutdown, depressurization, repair, and recommissioning activities. 

Non-Conformance & Continuous Improvement

  • Lead the management of NCRs (Non-Conformance Reports) and CARs (Corrective Action Requests).
  • Conduct root cause investigations and monitor corrective actions through closure.
  • Capture, communicate, and implement lessons learned and improvement initiatives.
  • Provide expert guidance on quality-related issues affecting subsea and pipeline systems.

HSE & Compliance

  • Promote and maintain compliance with Health, Safety, Environment, and Quality (HSEQ) requirements throughout project execution.
  • Ensure all activities are conducted in accordance with applicable company policies, procedures, and regulatory requirements. 

Qualifications

Essential

  • Bachelor's Degree in Engineering from a recognized university.
  • Valid BOSIET Certificate.
  • Certified ISO 9001 Lead Auditor (IRCA or equivalent).
  • Demonstrated experience leading Quality Management System (QMS) audits and QA verification programs across Engineering, Procurement, and Construction/Installation phases. 

Experience Requirements

  • Minimum 15 years of QA/QC experience within Oil & Gas EPC/EPCM projects.
  • Minimum 10 years of experience on subsea pipeline projects.
  • Proven track record in a senior QA/QC leadership role delivering complex subsea projects.
  • Extensive experience in:

    • Subsea pipeline operations
    • Pipeline integrity management
    • Pipeline inspection and maintenance
    • Design and construction of subsea pipelines
    • Specialized pipeline isolation activities
    • Subsea pipeline repair and sleeper damage remediation
  • Strong understanding of:

    • Pipeline corrosion and failure mechanisms
    • Corrosion control systems
    • Quality assurance and quality control processes
    • Subsea integrity management
  • Experience developing:

    • Project Quality Plans
    • Inspection & Test Plans (ITPs)
    • QA/QC procedures
    • Procurement quality plans
    • Material and equipment criticality assessments
  • Proven experience with subsea pipeline coating specifications and inspection methods.
  • Hands-on experience reviewing and accepting Under Water Inspection (UWI) reports and inspection findings. 

Technical Knowledge

Strong working knowledge of international industry standards, including:

  • ASME Standards
  • DNV-ST-F101
  • DNV-ST-F201
  • DNV-ST-301
  • API Subsea Standards (API 17 Series)
  • ISO 13628 and other relevant ISO standards

Experience with offshore inspection methodologies, pipeline repair technologies, integrity management principles, and subsea asset verification programs is highly desirable.
