Job Overview:
The Supply Chain Senior Specialist is responsible for leading and managing end-to-end supply chain operations to ensure the efficient, cost-effective, and compliant procurement, contracting, logistics, warehouse, and inventory management activities that support the safe and reliable operation of the power plant.
The role oversees strategic sourcing, contract administration, supplier relationship management, logistics coordination, warehouse optimization, and project procurement support. The incumbent will play a critical role in supporting plant operations, maintenance outages, capital projects, and business expansion initiatives by ensuring the timely availability of materials and services while driving cost optimization, process improvement, and supply chain excellence. The position requires strong commercial acumen, contract management expertise, project execution capabilities, and leadership skills to manage supply chain activities in a complex industrial environment.
Key Responsibilities:
Strategic Procurement & Sourcing
- Lead end-to-end procurement activities from requisition to purchase order issuance and contract award.
- Develop and execute sourcing strategies for operational, maintenance, outage, and project requirements.
- Manage RFQ, RFP, and tendering processes in line with company policies and governance requirements.
- Conduct commercial evaluations and prepare procurement recommendations.
- Negotiate contracts, pricing, and commercial terms to secure optimum value for the business.
- Identify cost-saving, value engineering, and supplier consolidation opportunities.
Contract Management
- Prepare, review, negotiate, and administer supply and service contracts.
- Monitor supplier and contractor performance against contractual obligations, KPIs, and service levels.
- Manage contract renewals, amendments, claims, extensions, and close-out activities.
- Ensure effective resolution of commercial disputes and contractual issues.
- Coordinate with Legal, Finance, and internal stakeholders on contract-related matters.
Supplier Relationship Management
- Develop and maintain strategic relationships with key suppliers and service providers.
- Evaluate supplier capabilities, financial stability, technical competency, and overall performance.
- Lead supplier performance reviews and implement corrective action plans where required.
- Support supplier qualification, registration, and approved vendor management processes.
- Drive supplier development initiatives to improve quality, reliability, and service performance.
Project, Outage & Operational Support
- Support procurement requirements for capital projects, plant modifications, and expansion initiatives.
- Develop procurement execution plans aligned with project schedules and budgets.
- Coordinate procurement activities with Engineering, Operations, and Maintenance teams.
- Monitor procurement milestones and expedite critical equipment and materials.
- Lead procurement planning and material readiness for planned and emergency outages.
- Coordinate with OEMs, contractors, inspectors, and suppliers to ensure timely project and outage support.
Logistics, Warehouse & Inventory Management
- Oversee local and international logistics activities, including freight forwarding, customs clearance, transportation, and delivery management.
- Ensure efficient coordination of import/export activities and compliance with regulatory requirements.
- Support inventory optimization strategies to maintain required stock levels while minimizing excess inventory.
- Collaborate with warehouse personnel to ensure effective storage, inventory control, stock accuracy, and material availability.
- Drive initiatives to reduce obsolete inventory and improve inventory turnover.
- Participate in inventory audits and stock verification activities.
ERP Systems & Digital Transformation
- Utilize ERP and supply chain systems to manage procurement and inventory transactions.
- Ensure data integrity and accuracy within supply chain systems.
- Develop procurement and supply chain reports, dashboards, and performance metrics.
- Support system enhancements, automation initiatives, and digital transformation programs aimed at improving supply chain efficiency.
- Governance, Compliance & Continuous Improvement
- Ensure all procurement and supply chain activities comply with company policies, regulatory requirements, audit recommendations, and ethical procurement standards.
- Support ISO management systems, HSE requirements, and information security compliance.
- Identify supply chain risks and implement effective mitigation measures.
- Lead continuous improvement initiatives focused on process optimization, cost reduction, efficiency enhancement, and best-practice implementation.
- Develop and maintain supply chain procedures, work instructions, and procurement documentation.
Leadership & Team Management
- Provide leadership and guidance to Procurement, Contracts, Warehouse, and Logistics personnel.
- Foster a culture of accountability, collaboration, customer service, and continuous improvement.
- Monitor team performance, establish KPIs, and support capability development initiatives.
- Ensure effective workload planning and resource utilization across the supply chain function.
Key Requirements:
Education
- Bachelor's Degree in Supply Chain Management, Procurement, Business Administration, Engineering, Logistics, or a related discipline.
- Professional qualification such as CIPS (Level 4 or above) is highly desirable.
- PMP certification or equivalent project management qualification is advantageous.
Experience
- Minimum 12 years of experience in procurement, contracts management, logistics, warehouse operations, and supply chain management.
- At least 3 years in a leadership or supervisory capacity managing supply chain teams and activities.
- Proven experience in contract drafting, commercial negotiations, supplier management, and strategic sourcing.
- Experience supporting major projects, maintenance shutdowns/outages, and operational procurement activities.
- Experience within the power generation, utilities, energy, industrial, EPC, manufacturing, or process industries is strongly preferred.
Technical & Professional Competencies
