About the Role
We are seeking an experienced Transportation & Installation (T&I) Lead – Pre-Commissioning & Decommissioning to oversee and manage offshore pipeline pre-commissioning and decommissioning activities for a major offshore development project.
The successful candidate will act as the Company's focal point for all pipeline pre-commissioning and decommissioning scopes, ensuring safe, efficient, and high-quality execution from engineering and planning through offshore operations and project close-out. This role requires significant offshore installation experience, strong technical expertise in subsea pipeline operations, and the ability to lead multidisciplinary teams in a challenging offshore environment.
Key Responsibilities
Pre-Commissioning Leadership
- Lead and supervise pipeline pre-commissioning activities for greenfield and brownfield offshore projects.
Manage activities including:
- Flooding
- Cleaning
- Gauging
- Hydrostatic testing
- Inline inspection
- Dewatering
- Drying
- Nitrogen purging
- Ensure all pre-commissioning activities are executed in accordance with approved procedures, specifications, and industry standards.
- Review and approve contractor pre-commissioning philosophies, methodologies, and execution plans.
Decommissioning Leadership
- Lead offshore subsea pipeline decommissioning activities, ensuring safe and compliant execution.
- Chair risk screenings and formal risk assessments with stakeholders to secure necessary approvals.
Lead and coordinate activities including:
- Pipeline isolation
- Depressurization
- Flushing and cleaning
- Subsea pipeline cutting
- Pipeline recovery
- Spool removal
- Subsea tie-in disconnection
- Abandonment in place
- Grouting and capping activities
- Ensure safe subsea isolation and abandonment using technical plugs and other specialized decommissioning tools.
Offshore Execution & Vessel Management
- Lead and monitor marine vessel mobilization activities for offshore execution.
- Serve as the offshore focal point onboard construction, diving support, and pre-commissioning vessels during execution campaigns.
- Coordinate daily offshore operations with project management, vessel management teams (VMT), operations personnel, and contractors.
- Ensure efficient execution onboard marine spread, installation vessels, and jack-up barges.
- Support offshore teams with technical guidance, troubleshooting, and operational decision-making.
Contractor & Engineering Management
- Manage the contractor’s full scope from engineering, planning, offshore execution, and project closeout.
- Review engineering deliverables, procedures, calculations, drawings, and work packs.
Evaluate and verify contractor calculations related to:
- Hydrotest pressures
- Test durations
- Fill volumes
- Pig train configurations
- Dewatering rates
- Drying acceptance criteria
- Nitrogen requirements
- Compressor capacities
- Pump sizing
- Temporary equipment requirements
- Monitor contractor performance and ensure compliance with project requirements.
Stakeholder & Operational Coordination
Coordinate with:
- Offshore Operations
- Marine Teams
- Diving Teams
- ROV Teams
- HSE Personnel
- Quality Teams
- Project Management Teams
- Ensure activities are aligned with SIMOPS requirements and offshore operational constraints.
- Obtain all required approvals for offshore execution activities.
- Manage technical queries, site queries, punch lists, deviations, and non-conformance reports.
Change Management & Problem Solving
- Provide technical support for offshore changes and unexpected field conditions.
- Develop recovery and mitigation plans for project challenges.
- Support Management of Change (MOC) processes where required.
- Drive effective problem-solving and incident management during offshore campaigns.
Requirements:
- Bachelor's Degree in Mechanical Engineering, or Subsea Engineering.
- Minimum 8 years of offshore installation experience within Transportation & Installation (T&I) activities.
- At least 1 year in a supervisory or lead role supporting offshore installation operations.
- Minimum 5 years of experience as a Field Engineer or Site Supervisor onboard offshore installation vessels.
- Proven track record in subsea pipeline decommissioning and pre-commissioning projects.
- Experience working with major oil & gas operators is advantageous.
- Familiarity with Permit to Work (PTW) systems and offshore operational controls is desirable.
Possess demonstrated expertise in pipeline pre-commissioning:
- Pipeline pigging operations
