1. ABOUT LABA
Laba Holdings Limited is the umbrella landowner company of Porebada, Boera, Papa and Rea Rea in Central Province, Papua New Guinea. Laba delivers services into the PNG LNG and Papua LNG projects and operates a group of businesses across construction, logistics, training, technology and community services.
Laba Logistics is a 100 per cent Laba-owned business being constituted to move the Papua LNG downstream workforce between the Caution Bay villages, the accommodation camp and the plant site. It starts on hired buses and moves to an owned fleet with a depot on Laba land and village drivers under the Project Labour Agreement.
2. PURPOSE OF THE POSITION
Run the Papua LNG workforce bus service from the first day of hire and build Laba Logistics into an owned-fleet transport business: thirty buses for the January 2027 intake, then scaling through construction, with a depot on Laba land and village drivers under the Project Labour Agreement. The position carries full authority to run Laba Logistics as a business, with accountability for operations, people, assets, budget and client relationships, and is expected to transition into the General Manager role as the business scales.
3. LABA STANDARD RESPONSIBILITIES
•Uphold and live by the Laba Holdings vision, mission and values: more than just a landowner company.
•Comply with Laba's contractual obligations to its clients, and with Laba policies, procedures and delegations of authority.
•Work to the QHSE policy. Stop work authority applies to every person.
•Give first preference to the people of Porebada, Boera, Papa and Rea Rea in every hiring, training and procurement decision, as the Project Labour Agreement requires.
4.KEY RESPONSIBILITIES
•Mobilise and run the six-bus hire service: operator selection, hire agreement, standards flow-down, routes, rosters, dispatch, incident response.
•Lead the four-person team and the village driver pipeline through the Driver Trainer.
•Own the client interface with ExxonMobil PNG for ground transport: manifests, KPIs, invoicing, journey management compliance.
•Prepare the 30-unit fleet procurement proposal (specification, supplier, financing, delivery, registration, insurance), testing ownership against leasing and partner-delivered maintenance options, and manage delivery into service.
•Design and deliver the depot on Laba land at Caution Bay with Laba's engineering and construction partners: layout, workshop, fuel, wash, security, telematics, with provision for partner-delivered servicing on site.
•Set up Laba Logistics as a business: entity, policies, driver competency system, pricing and contracts. Determine whether maintenance and fleet management capability is built in-house or delivered through a partner, and recommend accordingly.
•Own the operating budget and the fleet business plan, and report against both monthly.
•Represent Laba Logistics on the working group with Laba's prospective fleet leasing and maintenance partner: progress the commercial, operational and financial assessment, coordinate the interface with Laba's stakeholders, and put a recommendation on the partnering structure to the Laba Holdings board.
5.KEY PERFORMANCE INDICATORS
•Service live on the mobilisation date with six buses and telematics.
•On-time performance above 95 per cent; zero recordable vehicle incidents.
•Monthly invoice pack accepted by ExxonMobil without query.
•30-unit procurement proposal submitted within 60 days of appointment.
•Partnering structure assessment and recommendation to the Laba Holdings board within the initial term.
•Village driver pool of 60 trained and assessed ahead of the Laba fleet arriving.
•Budget within plus or minus 5 per cent.
6. MINIMUM REQUIREMENTS
•Ten or more years in fleet or passenger transport operations on resource projects, five in a management position.
•Experience procuring and commissioning a bus or light vehicle fleet and building a depot.
•Working knowledge of operator journey management standards (ExxonMobil or equivalent).
•Experience in Papua New Guinea or similar environments preferred.
•Commercial capability: contracts, budgets, client reporting, and joint venture or partner management.
•Eligible to work in Papua New Guinea, with work permit and visa support available where required; heavy vehicle licence an advantage.
