The East African Crude Oil Pipeline (EACOP) is a major cross‑border infrastructure project designed to transport crude oil 1,443km from Uganda’s Lake Albert region to the Tanzanian coast for export. Spanning multiple countries and jurisdictions, the project requires robust workforce solutions that balance global expertise with strict local content and compliance requirements.
EACOP required a workforce partner capable of operating compliantly across multiple jurisdictions, including France, the United Kingdom, Uganda and Tanzania, while supporting a diverse, multinational workforce. The project demanded end‑to‑end recruitment, mobilisation, immigration, relocation and in‑country support, ensuring services were delivered on time, transparently and in line with local content obligations.
In addition, TotalEnergies and Worley required their partner to deliver detailed workforce intelligence to support their project planning, in-country compliance, cost modelling and bid submissions across Uganda and Tanzania.
